      Kathmandu Valley (KV) urban road traffic is in chaotic\ncondition. Flow of traffic and pedestrians is very complicated, inconvenient,\ncongested, and uncomfortable. Pedestrians are very unsafe. Elderly people, disabled\npeople, children and ladies, and foreigners are not taken care of. Businesses\nare hampered. Lots of immediate measures have to be implemented. While widening\nand development of roads, heritage sites, and indigenous peoples\u2019 localities\nmust be preserved and left intact.<\/p>\n\n\n\n

      • Main Issues<\/li>
      • Overcrowding<\/li>
      • Mix of pedestrians, hand carts, rickshaws,\nmotorcycles, cars, vans<\/li>
      • Zebra crossing not honoured<\/li>
      • No traffic discipline<\/li>
      • Pedestrians most neglected<\/li>
      • Businesses hampered<\/li>
      • Tourists not taken care of<\/li>
      • Haphazard parking<\/li>
      • Elderly people, disabled people, children and ladies not\ntaken care of<\/li>
      • Risks\nof accident in roads and narrow lanes<\/li>
      • Dead\nslow traffic speed<\/li>
      • Roads\nfull of parked motorcycles<\/li>
      • Taxi\ndrivers not using fare meters and charging exorbitantly according to their own\nsweet will<\/li>
      • Unorganised\nbus, mini-bus and tempo stops<\/li><\/ul>\n\n\n\n
        • High-level Committee<\/li><\/ul>\n\n\n\n

          A High-level Traffic Management Committee to be formed\nof the following:<\/p>\n\n\n\n

          1. Mayor, Kathmandu Metropolitan City<\/li>
          2. Mayor, Lalitpur Metrpolitan City<\/li>
          3. Mayor, Bhaktapur Sub-Metropolitan City<\/li>
          4. Mayor, Madhyapur Thimi Municipality<\/li>
          5. Director General, Department of Transport Management<\/li>
          6. Chief, Traffic Police Department<\/li>
          7. Director General, Department of Roads<\/li>
          8. Chief, Transport Entrepreneurs\u2019 Association<\/li>
          9. Chief, Hotel Association of Nepal<\/li>
          10. Chief,\nTourism Entrepreneurs\u2019 Association<\/li>
          11. Chief,\nTourism Development Board<\/li>
          12. Chief, Restaurant and Bar Association<\/li>
          13. Chief,\nNational Chamber of Commerce<\/li>

            • Immediate Steps to be Taken<\/li>
            • Import of Motorcycles and plying inside KV to be\nstopped immediately<\/li>
            • Import of Cars and plying inside KV to be stopped immediately<\/li>
            • Existing old motorcycles, cars, buses, mini-buses,\nlorries, trucks and other vehicles older than 10 years must be scraped<\/li>
            • Banning of use of hand carts and rickshaws in the core\ncity areas from 05:00 to 23:00<\/li>
            • Hand carts and rickshaws can be operated only 23:30 to\n04:30<\/li>
            • Parking of Motorcycles and Cars on the roads must be\nbanned<\/li>
            • Pedestrianization of Localities to be done\nimmediately:<\/li><\/ul>\n\n\n\n

              1 Ason 2 Masan Galli 3 Mahabouddha Galli 4 Asan Galli\n5 Tyauda Galli 6 Jyatha Galli 7 Indrachowk 8 Chwakhachhen Galli and so on<\/p>\n\n\n\n

              • Zebra Crossings to be planned and maintained<\/li>
              • Wherever possible, motocycles to be segregated<\/li>
              • Wherever\npossible, bus priority lanes and safa tempo lanes to be provided<\/li>
              • Motorcycles\nmust not be allowed to overtake cars.<\/li>
              • Vans\nand trucks to be allowed in City Roads only from 23:30 and 04:30<\/li>
              • Parking areas for cars and motorcycles to be allotted\nand managed by automatic ticketing machines<\/li>
              • Roads\nin city core areas to be resurfaced and well-maintained free of any pot-holes<\/li>
              • Road\ndrainage system to be maintained properly<\/li>
              • Tundikhel\narea to be managed for motor cycle parking<\/li>
              • Fire\nbrigade can be used for car parking<\/li>
              • Footpaths\nmust be free for only pedestrians<\/li>
              • Bus\nstops, Safa Tempo Stops and Minibus stops to be arranged properly.<\/li>
              • Overcrowding\nof buses must be stopped.<\/li>
              • No\nof commuters must not exceed the seating capacity of bus, mini-bus or Safa\nTempo<\/li>
              • Bus\nand mini-bus park to be arranged and managed properly<\/li>
              • Priority\nseats for disabled, ladies, elderly people and children should be made\navailable in all buses and mini-buses<\/li>
              • Frequency\nof buses, mini-buses and safa tempos must be maintained as per time-table\napproved by the Traffic Management Committee<\/li>
              • Sweeping\nof roads by machine must be done in all the core city roads<\/li>
              • Recyclable\nitems bins and general waste bins , and commercial waste bins must be provided\nat suitable places and collections arranged in night times<\/li>
              • Traffic\nsignals must be repaired and maintained ;properly.<\/li>
              • Additional\ntraffic signals have to be installed.<\/li>
              • Taxi\nmeters must be updated<\/li>
              • Taxis\nmust run on meters only whether short or long distance<\/li>
              • Taxi\ndrivers not abiding by laws and refusing to serve needy passengers or refusing\nto run meters must be banned from driving taxis<\/li>
              • Traffic\npolice must be on the alert to see that taxis run on meters only and not asking\nextra money from passengers<\/li><\/ul>\n\n\n\n
                • Short-term and Long-term Measures<\/li><\/ul>\n\n\n\n

                  Short-term measures<\/p>\n\n\n\n

                  1. Parking lots for motorcycles around Tundikhel, Jamal,\nSohrakhutte, Bishnumati, Dharahara area and so on as necessary and according to\navailability<\/li>
                  2. Parking in Fire Brigade area<\/li>
                  3. Repair of existing Traffic signals<\/li>
                  4. Installation of new traffic signals<\/li>
                  5. Pedestrianization of core city areas<\/li>
                  6. Introduction of one-way systems<\/li>
                  7. Introduction of speed limits<\/li>
                  8. Introduction and strict control of zebra crossings<\/li>
                  9. Introduction of pelican signals<\/li>
                  10. Shopping\nMalls  and Supermarkets must be asked to\nprovide parking lots according to their Travel Plans and Transport Assessments<\/li><\/ol>\n\n\n\n

                    Long-term Measures<\/p>\n\n\n\n

                    1. Underground Parking lots to be constructed under\nTundikhel, and Ratna Park<\/li>
                    2. Multi-storied parking lots to be constructed in Fire\nBrigade area of Kathmandu, Lalitpur and Bhaktapur<\/li>
                    3. Building Laws must be revised to incorporate\ncompulsory  provision of parking spaces<\/li>
                    4. Phase wise replacement of petroleum vehicles by\nelectric vehicles<\/li>
                    5. Construction of Skyway Network along the Super-outer\nRing Road as mentioned in 9th<\/sup> Plan of Nepal Government and along\nradial roads and Outer Ring Roads and Inner Ring Roads.<\/li>
                    6. Automatic traffic control system of KV must be\nadopted.<\/li><\/ol>\n\n\n\n
                      • Traffic Database<\/li>
                      • Pedestrians and traffic volume and speed data to\ncollected in all core city roads every month<\/li>
                      • Accident data to be collected in all core city roads<\/li>
                      • Road Condition data to be collected<\/li>
                      • Road Drainage condition data to be collected in all\ncore city roads  every 3 months<\/li><\/ul>\n\n\n\n
                        • Electric\/ Solar based Transportation System<\/li><\/ul>\n\n\n\n

                          By 2040, Nepal must be made an electric\/solar based transportation\nsystem. No petroleum based vehicles will be allowed to ply on Nepal Roads after\n2040<\/p>\n\n\n\n

                          • Skyway<\/li><\/ul>\n\n\n\n

                            Introduction of solar-powered Skyway is best suited\nfor Nepal<\/p>\n\n\n\n

                            • Epilogue<\/li>
                            • This is just an indication of the Concept Paper. This\nis not complete in itself.<\/li>
                            • Principle of 3-Es of Traffic Engineering viz.\nEngineering, Education and Enforcement must be adopted.<\/li>
                            • Principle of 3-Cs of Traffic Engineering viz.\nCo-ordination, Cooperation and Courtesy must be adopted.<\/li><\/ul>\n\n\n\n
